About the Organization

The National Oil Company of Malawi (NOCMA) is a government-owned company established under the Companies Act of 1984 and operational since 2012. Its core mandate is to ensure national fuel security through petroleum importation and management of Strategic Fuel Reserves across key depots in Malawi, including Blantyre, Lilongwe, Mzuzu, Chilumba, Chipoka, and Mchinji.

NOCMA has grown significantly in national importance, increasing its fuel importation market share from 10% in 2015 to approximately 77% in the 2025/2026 financial year. This expansion requires strong executive leadership to ensure governance, efficiency, and operational sustainability.


Position Overview

Job Title: Director of Corporate Services (Grade NOCO3)
Location: Malawi
Job Type: Full-Time
Reporting To: Chief Executive Officer

This is a senior executive leadership role responsible for overseeing corporate governance, legal services, human resources, ICT, planning, monitoring & evaluation, research, and corporate communications.


Role Purpose

The Director of Corporate Services ensures that NOCMA operates within legal and regulatory frameworks while maintaining strong governance systems, efficient corporate support functions, and a positive institutional reputation.


Key Responsibilities

A. Corporate Governance & Legal Services

  • Serve as Company Secretary to the Board and its committees
  • Ensure compliance with statutory laws and governance frameworks
  • Oversee legal contracts, MoUs, and regulatory compliance
  • Provide legal advisory support to the CEO and Board
  • Manage reputational and legal risk exposure

B. Human Resources & Administration

  • Provide strategic leadership for HR and administrative functions
  • Oversee workforce planning, performance management, and talent development
  • Strengthen organizational culture and staff productivity
  • Ensure efficient use of administrative resources

C. ICT & Digital Transformation

  • Lead ICT strategy, cybersecurity, and digital infrastructure development
  • Promote digital transformation for operational efficiency
  • Ensure system continuity and data security

D. Planning, Monitoring & Evaluation (PME)

  • Lead corporate planning and performance management systems
  • Develop KPIs, dashboards, and reporting frameworks
  • Support data-driven decision-making

E. Research, Development & Innovation

  • Promote institutional research and benchmarking
  • Introduce best practices from regional and international energy sectors
  • Support innovation in corporate systems

F. Corporate Communications & Stakeholder Relations

  • Manage corporate communications and reputation management
  • Strengthen relationships with regulators, government bodies, and partners
  • Advise leadership on communication risks

G. Resource Planning & Budgeting

  • Develop and manage corporate services budgets
  • Ensure efficient allocation of resources
  • Monitor expenditure and ensure value for money

Educational Qualifications

  • Master’s Degree in Law, Business Administration, Management, or related field
  • Bachelor’s Degree in Law (mandatory)
  • Additional certifications in governance, corporate leadership, HR, or ICT are an advantage

Professional Requirements

  • Must be a paid-up member of the Malawi Law Society

Experience Requirements

  • Minimum 10 years of professional experience in legal or corporate management
  • At least 5 years in senior or executive management roles
  • Strong experience in company secretarial duties in a regulated or large organization
  • Exposure to public sector or state-owned enterprise governance is highly desirable
