Position Summary
BCMCF-M is seeking a highly experienced Finance and Administration Director to provide strategic leadership and oversight of all financial, administrative, procurement, asset management, compliance, and operational functions. The successful candidate will ensure effective stewardship of donor resources, strengthen organizational systems, maintain regulatory compliance, and support the Foundation’s mission through sound financial and operational management.
This executive leadership role requires extensive expertise in Financial Management, Budgeting, Audit Management, Donor Compliance, Cash Flow Management, and Strategic Planning within donor-funded organizations.
Key Responsibilities
Financial Management
Management of Organizational Funds
- Oversee all organizational bank accounts and financial transactions.
- Manage cash transfers and banking relationships.
- Review and approve bank reconciliations.
- Monitor donor funding utilization and financial performance.
- Coordinate donor reimbursement requests and financial submissions.
Financial Systems Oversight
- Ensure effective utilization of financial management systems.
- Strengthen Internal Controls and financial security measures.
- Monitor transaction accuracy, coding, and compliance.
- Support financial system improvements and process automation.
Donor Financial Reporting
- Review and consolidate monthly and quarterly donor reports.
- Ensure timely submission of financial reporting packages.
- Respond to donor financial inquiries and compliance requirements.
- Maintain accurate Fixed Asset Management records.
- Monitor balance sheet reconciliations and financial integrity.
Leadership and Staff Management
- Supervise finance, administration, and procurement teams.
- Develop departmental work plans and performance objectives.
- Lead staff capacity-building initiatives.
- Conduct performance evaluations and coaching sessions.
- Coordinate departmental planning meetings.
Payroll and Financial Operations
- Review payroll processing and statutory deductions.
- Monitor salary allocations and cost centre management.
- Ensure compliance with tax and labor regulations.
Financial Control and Compliance
Internal Controls and Governance
- Establish and maintain robust Financial Controls.
- Develop financial policies and operating procedures.
- Conduct periodic risk and control assessments.
- Implement corrective actions and process improvements.
Donor and Regulatory Compliance
- Ensure adherence to donor regulations and grant agreements.
- Maintain compliance with Malawi statutory requirements.
- Interpret and communicate donor compliance obligations.
- Participate in donor and stakeholder meetings.
Audit Management
- Coordinate internal and external audits.
- Prepare audit schedules and financial statements.
- Monitor implementation of audit recommendations.
- Support grant-specific and donor audits.
Budgeting, Forecasting, and Cash Flow Management
- Lead annual budgeting processes.
- Oversee Budget Management and expenditure monitoring.
- Prepare quarterly budget variance analyses.
- Support Financial Forecasting and resource planning.
- Manage organizational Cash Flow Management processes.
- Coordinate financial planning with program departments.
Procurement and Supply Chain Leadership
- Supervise procurement and logistics functions.
- Ensure transparent vendor selection processes.
- Manage supplier relationships and procurement planning.
- Monitor compliance with procurement policies.
- Oversee international sourcing and shipping coordination.
Asset, Fleet, and Infrastructure Management
- Lead Asset Management and inventory control activities.
- Oversee fleet operations, maintenance, and compliance.
- Monitor facilities management and infrastructure maintenance.
- Ensure efficient utilization of organizational resources.
Contract and Stakeholder Management
- Manage vendor contracts and service agreements.
- Oversee lease negotiations and renewals.
- Build strong relationships with donors, banks, auditors, and regulators.
- Liaise with government authorities and compliance agencies.

Educational Requirements
Required
- Master’s Degree in Business Administration (MBA) or related field.

Experience Requirements

- Minimum 7 years in a senior management or executive leadership role.
- Proven experience managing donor-funded programs and grants.
